Kim Flowers is a native of Baltimore with more than 20 years of public sector service in the Baltimore & DC metropolitan areas. She began her career as an educator in Baltimore & New York City. She holds a Masters of Urban Planning from New York University’s Wagner School of Public Service. After graduate study at NYU, she began working with the Baltimore Development Corporation, and then Hammer, Siler, George Associates.
In 2000, she joined the Baltimore City Mayor’s Office in the acclaimed CitiStat division, where she gathered, compiled, and analyzed operational data, to inform decision-making about service delivery & cost savings.
In 2003, she was appointed to lead the Baltimore City Department of Recreation & Parks, and in 2005 she was appointed the Director of the Department of Parks & Recreation for Washington, DC. At both agencies, she managed the operation and maintenance of park land, recreational facilities, and the oversight of annual budgets of up to $52 million. She also created an office of partnerships & development, raising over millions in direct and in-kind support.
In 2007, she became deputy director for the Howard County Department of Planning & Zoning. At DPZ, she had oversight of the Transportation, Zoning, and Research divisions, as well as the agency's public affairs activities. She worked closely with the County’s housing agency to author the Housing element of the 20 year comprehensive plan.
Kimberley is currently the President & CEO of The Flowers Home Team, an affiliate of Keller Williams Realty Centre.
